Acting Consul General Cheng Hongbo gave a speech at the Ceremony. He said that safety and security of overseas studies is a fundamental principle in study abroad programs, a key task in consular services, and the core mission of Chinese diplomatic and consular missions in safeguarding overseas students. Ensuring safety and security of overseas studies primarily hinges on awareness, critically relies on collaboration, steadily operates through mechanisms, is rooted in health and growing in civility. The Consulate General has continuously promoted a series of activities, such as lectures and competitions, to promote wellness and security of Chinese students, and has constantly enhanced the safety awareness among them. With vast number of Chinese students in Ontario and Manitoba, the security task is arduous. It is necessary to establish a multi-party collaborative mechanism that includes the Chinese Students and Scholars Associations, school authorities, educational institutions, and social forces. The Consulate General also provides students with a full range of security guarantees through channels such as the "12308 Global Consular Protection Service Emergency Hotline", the on-duty phone number and the consular protection phone number of the Consulate General , and the "China Consular" App, enabling them to feel the care and strength of the motherland.
Consuls from the Consulate, representatives of Bank of China and China Telecom, and a psychological counselor gave themed lectures. Representatives from the Chinese Students and Scholars Associations, universities, local education authorities and private schools shared their experiences and cases.

The 2025 Competition for the Wellness & Security of Chinese Students in Ontario and Manitoba was held from July to September 2025. It aims to draw more attention and support from all parties to the cause, and help Chinese students study safely and successfully abroad.
